BID BULLETIN NO. 1
This is to notify bidders of the amendments/clarifications in the Instructions to Bidders (ITB) and Terms of Reference (TOR) as discussed during the pre-bid conference conducted on December 4, 2009 at the Resource Center Conference Room, 6th Floor, SSS Building, Ayala Avenue corner V. A. Rufino St., Makati City:
The BI Tool should run with PDIC’s existing hardware specified below:
Server and client workstations
Server configuration:
Processor - Two (2) Intel XEON Processor 2.4 GHz
HDD - 4 x 72 GB 320 SCSI with RAID 5
Memory - 2 GB DDR SD RAM
Usable HD Space - 200 GB
O/S - At least Windows 2000
Client configuration:
Processor - Core 2 Duo
Memory - 1 GB
O/S - At least Microsoft XP
The BI Tool must provide an interface with MS Excel.
The BI Tool should provide the drill down capability.
The BI Tool must be able to generate customized charts/graphs, dashboard-like reports and the usual word processor/spreadsheet like presentation of reports. The Offsite Bank Rating Mode (OBRM) generates 13 to 15 reports.
Maintenance for the first year should be included in the bid amount.
The requirement that the bidder must have projects/contracts from 2005 – 2009 with at least two (2) financial institutions (FIs) refers to FIs in the Philippines in the top 1000 corporations in terms of annual gross revenues, computed on a parent company basis for the year 2008 as listed in the survey of the SEC published by Business World, Vol. 23, 2009 Edition, pages 58-97.
The bidder should specify the exact amount of the projects/contracts enumerated in the Statement of Ongoing and Completed Contracts (Bid Form No. 1); amount in range is not acceptable.
The Terms of Reference and other terms in the bidding documents reflects the minimum requirements. The bidder may submit an offer which may provide for higher specification and/or better terms or conditions, at no extra cost to PDIC, but shall not merit any additional credit in the bid evaluation.
